Yes you can launch bo4 with bnet closed. But sometimes you can get a black screen when you do that. When that happens, open battlenet then open your bo4 folder and run BlackOps4.exe without admin rights. Once the treyarch intro cutscene begins you can immediately close battlenet and even turn off your internet and your game will still work
