I contacted Apple Chat Support and the rep was able to resolve the issue for me by going to Settings => Sounds & Haptics => Haptics, and then changing the setting to "Play in Silent Mode". After the change was made, for incoming calls and incoming text messages, my iPhone 15 Pro Max vibrates. For iPhone, go to Settings > Sounds & Haptics. Then, turn on Play Haptics in Ring/Silent Mode. For Samsung Android models, swipe down from the top of the screen, tap the sound options, then turn on vibrate.
